Members of the Security, Travel & Emergency Services Division (STE) Foreign Visits & Assignment (FV&A) Group are firmly committed to fulfilling the DOE’s directives and requirements for unclassified foreign visits and assignments. DOE Order 142.3A, which governs the FV&A Group’s security actions, states:
Access Approval. All foreign national access to DOE programs, information, and technologies for unclassified purpose must be approved by either the Secretary of Energy or an assigned approval authority. Access approvals are subject to validation and verification of the information submitted for the access request when the visit or assignment begins.
To remain in compliance with DOE Order 142.3A, and ensure that Argonne’s information and technology are not compromised, potential future collaboration and employment interviews (formal or informal) of foreign nationals — on or off campus, face to face, by phone, or Blue Jeans — must have an approved Foreign National Access Request Form (ANL-593) in place. This DOE/FV&A requirement is to ensure the foreign national visitor has been properly vetted before the collaboration or interview involving Argonne can be conducted.
FV&A officials remind those who are submitting an ANL-593 for interview of employment purposes to ensure that a detailed position description and the foreign national’s resume/curriculum vitae (CV) is also uploaded. The ANL-593 vetting process can be completed in 24 to 48 hours, but it is recommended to allow a lead time of seven business days for a final approval.
