Realignments of the Procurement Department

Great science depends on the right materials, available at the right time. Through rigorous analysis of our procurement approach and processes, we identified an opportunity to improve our turnaround times and simplify the ways in which employees interact with the procurement team. I am pleased to announce realignments within the Procurement Department, effective Oct. 1, 2018, that will improve our service delivery and communications.

Over the past year, a cross-functional team of science and operations met to map out the most appropriate organizational structure to enhance customer satisfaction with procurement. Following discussions with Laboratory leadership on the plan, with these changes, the Office of the Chief Financial Officer (OCF) is better positioned to be the best partner for science now and into the future.

In order to achieve our goals, I am making the following realignments:

  • APS-U Procurement now reports directly to the Procurement Manager, Erik Schimke. This will enable appropriate prioritization of issues and support for this important strategic project. This group will provide support specifically to the APS-U Project.  Additional resources will assist this team as requirements increase.
  • We are consolidating procurement activities for the science and technology directorates under one manager, Bonnie Basiorka. This team will provide enhanced communication and alignment with the directorates by assigning a specific procurement specialist for each directorate as follows:
    • CELS: Janell Piechocinski
    • EGS: Bonnie Basiorka
    • PSC: Jackie Arriaga
    • PSE: Mario Salerno
  • We are creating a new Rapid Purchasing Group, supporting all science and Laboratory operations, to simplify commercial procurements up to $10,000. This group is structured to complete the award process within 4-6 days on average and reports to Marge Brockman.
  • Support to Laboratory operations and property administration remains as currently structured, reporting to Anne Frankowski.

The transition to this new organization has already begun; however, minor realignments may be necessary in the future as we continue to strive for unsurpassed procurement support for the entire Laboratory.

The organizational chart identifies the new reporting structure for the Procurement Department in OCF.
