Much like “approver” and “authorizer,” the terms “hazard” and “risk” may appear interchangeable, but they are not.
A “hazard” is a fixed determination made about a substance, chemical, compound or other hazardous substance or task entered into the hazard tree. The hazard tree assigns the hazard level based upon severity, type of hazard, and controls applied. The hazard level does not change.
The “risk” is determined by a Subject Matter Expert. Risk levels can increase or decrease based upon the risk overlays applied. Examples of risk overlays include work schedule and frequency, personnel, supervision, and work environment. For instance, the handling of a toxic chemical becomes a higher risk if it is the first time the worker is doing the task.
